Voices of Change (VOC):
Enhancing girls with migration background to cooperate in women policies in the European Consultative Body for Migrant Girls Civic Engagement
Objectives
– active participation of migrants’ girls in consultative and decision-making processes can contribute to their empowerment and long-term integration into society for a mutual and better understanding and improvement of the policy framework in each country
– supports democratic participation of migrant youth girls, by stimulating and organising reflection, debates and develop a practical link with the policymaking process
– VOC is also meant to provide, through close cooperation between girls with a migrant background and European girls, the designing of recommendations that develop concrete awareness for the Member States that hosts migrants and refugees girls.
Target groups
The target group of the project are young girls with a migratory background from outside Europe, but also girls coming from European partner countries (19-30 years old). Every partner will involve 4 girls (2 migrants and 2 locals for a total of 84 girls in more than 15 countries), that will become part of the partner organisations’ staff for the duration of the project through an Internship.
To foster migrant and refugees’ girls understanding of the policymaking process, showing in practice how to engage in the democratic life of the EU and enabling them to make known and publicly exchange their views in all areas of Union action.
VOC project represents the opportunity to contribute to the common goal of promoting the civic participation of girls with migration backgrounds and support the development of innovative solutions to address the challenges they face.
Innovative aspects
1. interdisciplinary approach, combining aspects of policy studies, gender studies, migration studies, and education to create a well-rounded, comprehensive initiative.
2. Technology will be leveraged for communication, training, and collaboration purposes, overcoming geographical barriers and allowing for wider participation. For example, a virtual space will be created for girls to share their experiences, ideas, and collaborate on policy proposals.
3. VOC will also incorporate innovative models of youth-led advocacy, where the participants themselves take a leading role in shaping and driving the policy agenda. This not only empowers the participants but also ensures that the policies reflect their actual needs and experiences.
4. The project will introduce an innovative sustainability model, by directly involving project participants in partner activities during the entire project life, for example providing internship opportunities. The formal link with the partner organisation will ensure the girls’ involvement in all phases of the project, and will give them the opportunity to gain new expertise and skills. Moreover, the internship opportunity will enable the girls to enhance their professional and personal development, which can benefit their future career prospects.
Specific objectives
1. To increase migrant and refugees’ girls awareness of their rights and EU values and increasing their engagement in society and within the EU;
2. To strengthen democratic participation of migrant and refugees’ girls and bring them closer to European institutions, communicating their views and concerns to policy makers at all levels and including intersectional dimensions;
3. To make the new consultative body operational and enhance its capabilities.
4. To build partners’ capacity to operate jointly, share good practices, and reinforce their network at EU level, boosting internationalization of their activities.
Specific objectives
The partnership will be led by TIA Formazione and in partnership with 21 organisations plus 1 associated from 16 EU countries.
Association Local Action Group NAPOCA POROLISSUM: The association will strengthen its expertise in promoting community development, acquiring new skills and knowledge to support girls with migration backgrounds in active participation in community life.

Concept and Methodology
Each organisation will publish by the beginning of the 3rd month of the project a call to select a profile that will participate in all phases of the project. Each of the 21 partners will engage four girls, including both migrant and non-migrant backgrounds, to form the consultative body. The 84 selected girls will form the European Consultative Body for Migrant Girls Civic Engagement and will also work directly with the partner organizations throughout the project through internships, to gain hands-on experience and contribute to the project’s goals.
The methodology also involves training the girls on key topics related to civic engagement, which will empower them to contribute meaningfully to the project and the wider community. The girls in the consultative body will receive training on topics such as civic participation, European parliamentary elections, gender issues, migration law, and more. This will prepare them to contribute meaningfully to the project and the wider community.
Finally, the project methodology involves supporting the girls in writing recommendations for policy makers, which is a collaborative process of codesign that seeks to ensure that the girls’ voices and perspectives are heard and taken into account.
